New Louisiana Bill Would Establish Recreational Cannabis Pilot Program Through 2030

Louisiana Representative Candace Newell (D) introduced House Bill 373, the “Adult-Use Cannabis Pilot Program Regulation and Enforcement Act,” to create a limited recreational marijuana program running from January 1, 2027, to July 1, 2030. The state-run pilot, overseen by the Louisiana Department of Health, restricts participation to existing medical marijuana operators, allowing each to designate one retail location per region for adult-use sales alongside medical products. It sets age limits at 21+, uses the existing medical tracking system, and applies aligned testing standards. Annual permits cost $5,000 for renewal per retail site, cultivator, or lab. Cultivators in the pilot pay a reduced 3.5% fee on gross wholesale sales (versus 7% otherwise), with funds supporting the Disability Services Fund. Adult-use purchases face state and local sales taxes, unlike medical. The pilot evaluates feasibility for potential permanent legalization after 2030. Referred to the House Health and Welfare Committee, the bill represents a cautious step in Louisiana's exploration of broader cannabis access amid ongoing debates.
