Slovenian Lawmakers File Bill To Legalize Marijuana For Adults As Separate Medical Cannabis Measure Passes

Slovenian lawmakers have introduced legislation to legalize marijuana for adult use, following voter approval of related ballot measures last year, while a separate bill to permit cannabis for medical and scientific purposes has successfully passed despite an initial veto.
The adult-use legalization bill, filed by a coalition of parties including the ruling Freedom Movement, Left, and Social Democrats, would allow adults aged 18 and older to possess up to seven grams of dried cannabis flower in public spaces and up to 30 grams at home. It also permits personal cultivation of up to three plants per person, with a household limit of five plants.
Under the proposal, cannabis social clubs would be established as nonprofit organizations where members could collectively grow marijuana for personal use, with a maximum of 100 plants per club and membership capped at 200 individuals. Clubs could distribute up to 25 grams per member monthly, but sales would be prohibited, and consumption would be banned in public except for designated areas.
The bill includes provisions for expunging prior cannabis-related convictions and imposes fines ranging from €500 to €1,000 for violations such as exceeding possession limits or unauthorized distribution.According to a report from the Slovenian news outlet 24UR, the legislation aims to regulate cannabis similarly to alcohol, with restrictions on advertising and a focus on harm reduction.
The International Cannabis Business Conference (ICBC) described the measure as a “policy modernization” effort, noting that it builds on the 2024 referendum where voters approved non-binding measures to legalize adult-use cannabis and allow personal cultivation.
Separately, the Slovenian National Assembly passed a bill on July 29, 2025, to legalize marijuana for medical and scientific use, overriding a veto from the National Council. The measure, which initially passed in June but was vetoed earlier this month, was reaffirmed with 50 votes in favor and 32 against.
The medical cannabis law allows for the cultivation, processing, and distribution of marijuana for therapeutic purposes, with oversight by a new government agency. It also permits research into cannabis's medical applications.
Prime Minister Robert Golob's Freedom Movement party celebrated the passage on social media, stating, “Today, we have taken an important step towards a more humane and effective health policy.
”Opposition from the National Council centered on concerns about potential misuse and insufficient regulations, but proponents argued it would provide relief for patients suffering from conditions like chronic pain and epilepsy.
Health Minister Valentina Prevolnik Rupel emphasized in a statement that the law “represents progress in providing access to alternative treatments” and ensures “strict controls to prevent abuse.
”The adult-use bill is expected to face debate in the coming months, with potential amendments before a final vote. Advocates hope it will align Slovenia with other European nations pursuing cannabis reform, such as Germany, which legalized adult-use possession and cultivation in 2024.Slovenian voters in June 2024 approved two advisory referendums: one supporting medical cannabis legalization (with 66.6% approval) and another backing adult-use and cultivation (with 51.6% approval). While non-binding, these results prompted lawmakers to advance the reforms.
The medical bill's passage comes amid broader European momentum, including Germany's recent approval of its first cannabis social club and international discussions on harmonizing marijuana policies.
