Sweeping Plan Would Cap Michigan Marijuana Shops, Freeze New Applications


A new proposal in Michigan would impose a cap on the number of recreational marijuana shops allowed to operate and temporarily halt new license applications, according to a report from the Detroit Free Press.



The plan, being pushed by the Michigan Cannabis Regulatory Agency (CRA), comes in response to concerns about an oversaturated market. Michigan currently has more than 700 active recreational marijuana retail licenses, with some communities—particularly in metro Detroit—seeing a high concentration of dispensaries.



CRA data shows that the state’s marijuana industry generated $3.1 billion in sales in 2024, but regulators and some industry stakeholders argue that the rapid proliferation of shops has led to price wars, reduced profit margins, and challenges for smaller operators. The proposed cap would limit the number of retail licenses per municipality based on population size, though specific details on the cap have not yet been finalized.



The plan would also pause new license applications for up to 18 months to allow the CRA to assess market conditions and develop a more sustainable regulatory framework. Existing licensees would not be affected, but the freeze could limit new entrants to the market.

“We’re trying to balance the needs of businesses, consumers, and communities,” a CRA spokesperson told the Detroit Free Press. “This is about ensuring the long-term health of the industry.”



The proposal has sparked mixed reactions. Some industry leaders, particularly those with established businesses, support the move, arguing it will stabilize the market. Others, including prospective entrepreneurs, worry it could stifle competition and favor larger players.

Public comment on the proposal is open until November 15, 2025, with a final decision expected by early 2026.
