DOJ Withdraws Proposed Rules
The Department of Justice (DOJ) is withdrawing several proposed rules. These include one to expand cannabis research and another on hemp testing. The hemp rule shares an identifier with a cannabis rescheduling proposal. President Trump said a rescheduling decision is imminent.
Reason for Withdrawal
The DOJ cites a federal deregulatory initiative. It also mentions reassessing agency needs and priorities. The impact on cannabis-related measures remains unclear.
Cannabis Research Rule
The withdrawn rule aimed to implement the 2022 Medical Cannabis and Cannabidiol Research Expansion Act. It would streamline applications for cannabis research via an online portal. The DEA’s retreat from this proposal raises questions.
Hemp Testing Rule Confusion
The DOJ plans to cancel a rule waiving registration for labs testing hemp. This rule’s identifier matches one for cannabis rescheduling hearings. A White House official clarified this does not affect the rescheduling proposal. The rescheduling notice lacks a Regulation Identifier Number (RIN).
Other Cancellations
The DOJ is also scrapping rules on pardons, controlled substance destruction, and Bureau of Prisons policies.
Mixed Voices in Trump’s Circle
Ben Carson, former HUD secretary, opposes rescheduling, claiming it could “destroy this country” in a Fox Business interview.
Sean Spicer and Roger Stone, former Trump aides, have conflicting views on rescheduling. Stone supports reform in a Marijuana Moment op-ed.
Mike Tyson, retired boxer, pushes for rescheduling and legalization. He led a letter to Trump with athletes and celebrities.
Kellyanne Conway, former advisor, is a strong rescheduling advocate, per a GOP congressman.
Uncertainty Persists
The DOJ and DEA were contacted for clarification but were unavailable. The fate of cannabis rescheduling remains uncertain as competing voices weigh in.
