New Sponsor Joins MORE Act


Congresswoman Teresa Leger Fernández (D-NM) cosponsored the Marijuana Opportunity Reinvestment and Expungement (MORE) Act yesterday. The bill now has 56 House sponsors.


Growing Momentum


The MORE Act has gained over a dozen new sponsors since its introduction last month. No Republicans have yet joined as cosponsors.

  • Removes cannabis from the Controlled Substances Act, ending federal prohibition.

  • Allows states to set their own legalization and regulation policies.

  • Clears past federal cannabis convictions and offers resentencing pathways.


Reinvestment and Equity


  • Imposes a federal excise tax on cannabis sales.

  • Funds job training, youth programs, and re-entry services for communities impacted by prohibition.

  • Prevents cannabis convictions from blocking access to housing, loans, or federal programs.

  • Extends Small Business Administration benefits to cannabis businesses.


Legislative History


The MORE Act passed the House twice in prior sessions. It has consistently stalled in the Senate due to limited Republican support.


Broader Context


The bill is Congress’s most comprehensive cannabis reform effort. It surpasses incremental changes like banking access or rescheduling. President Trump is considering executive action to reschedule cannabis from Schedule I to Schedule III.
