A new spending package would recriminalize most hemp-derived THC products by capping total THC at 0.4 mg and banning synthetic cannabinoids. Critics say it kills the $30 billion hemp industry. The bill also drops language (passed by both chambers) that would let VA doctors recommend medical cannabis to veterans.
