Former senior advisor to President Donald Trump, Kellyanne Conway, has emerged as a key supporter of cannabis rescheduling within the president’s inner circle, according to Rep. Brian Mast (R-FL), co-chair of the Congressional Cannabis Caucus, in an interview with Marijuana Moment.
As Trump considers moving cannabis from Schedule I to Schedule III under the Controlled Substances Act (CSA), Mast expressed confidence in imminent progress, citing Trump’s recent announcement that a decision is near. Despite Conway’s past skepticism about cannabis legalization, Mast noted she’s been a leading advocate for this reform within the administration.
“For some time, she’s been the biggest champion of that in the inner circle,” Mast said, suggesting Conway’s influence could drive the policy forward. However, it’s unclear whether she’s advising on behalf of an organization or personally supporting the change.
Mast also highlighted recent activity within the Cannabis Caucus, which has met to discuss legislative priorities after months of limited engagement. While Trump endorsed rescheduling during his campaign, his recent comments were less definitive, though Mast interpreted them as a sign of momentum. “He said it out loud, and because the president brought it up, you will see movement,” Mast said.
Conway’s role contrasts with her 2019 criticism of cannabis legalization, which drew pushback from lawmakers like then-Rep. Matt Gaetz (R-FL). In 2020, she also criticized then-Sen. Kamala Harris (D-CA) for her record on cannabis-related prosecutions, calling it inconsistent.
Meanwhile, former HUD Secretary Ben Carson recently opposed rescheduling in a Fox News op-ed, arguing it conflicts with efforts to curb crime. Trump’s former press secretary Sean Spicer and advisor Roger Stone have also shared conflicting views, with Stone advocating for reform in a Marijuana Moment op-ed.
Nine GOP lawmakers urged the U.S. attorney general to reject the “corrupt and flawed” rescheduling proposal, while a drug policy reform group launched a petition pushing Trump to legalize cannabis outright.
