Hawaii lawmaker wants to put legalizing cannabis on state ballot. Hawaii State Rep. David Tarnas (D) plans to introduce legislation for a constitutional amendment placing recreational marijuana legalization before voters on the November ballot. As Judiciary Committee chair, Tarnas seeks to protect public safety, ensure product safety, and promote responsible use education, drawing from other states' experiences. A prior 2024 Senate bill failed. The measure needs a two-thirds legislative majority to qualify, then a simple voter majority (blanks count against). Supporters argue it would improve safety, cut criminalization, create jobs, generate tax revenue (as in Colorado, Arizona, New Mexico), and offer alternatives to opioids/alcohol for pain. Opponents, including Honolulu police and prosecutors, warn of risks to youth, high-THC products, addiction, and tourism impacts. Public opinions vary, with some favoring it over alcohol's harms or black market dangers like fentanyl contamination.
