A new economic analysis by Whitney Economics, released December 15, 2025, reveals that Illinois’s hemp-derived cannabinoid industry employs nearly 13,500 workers statewide and generates $2.7 billion in annual revenue from retail, wholesale, and manufacturing activities. The study, based on March 2025 survey data from 1,014 hemp businesses, estimates a broader economic impact of $6.5 billion, including $169.1 million in state and local taxes. The industry pays over $545 million in wages annually, with retail employing 4,750 workers, wholesalers 6,300, and manufacturers 2,500, positioning Illinois as a regional distribution hub. In Chicago, approximately 220 hemp retailers generate $475 million in sales, plus $30 million from CBD products, contributing $31 million in retail sales taxes and $5.0–$7.5 million in licensing fees yearly. Retail employment in the city ranges from 1,030 to 1,250 workers, earning over $37 million in wages. The analysis warns that proposed restrictions or bans, such as one under consideration by the Chicago City Council, could lead to widespread business closures, significant job losses, and reduced tax revenues, threatening the industry’s economic contributions. This report highlights hemp's role in Illinois's economy, supporting diverse sectors and communities. Advocates urge policymakers to consider these figures before enacting limits, emphasizing growth potential. Critics might argue for tighter regulations on products, but the data underscores job creation and fiscal benefits.
