Mystery “Enforcement” Notices Appear at Austin Smoke Shops

Mysterious yellow "enforcement" notices have been appearing on the doors of smoke shops in Austin, Texas, sparking confusion and concern among business owners. Security footage from early January 2026 captured a bald man posting one such notice late at night at Smoke ATX without entering the store or speaking to staff. The bold red-lettered notice claimed a "Violation of Texas SB 2024," alleging that vapor products made in China violate federal import and labeling laws. It listed popular vape brands, threatened seizures, fines, and full enforcement, and warned against removal.
However, the notice lacked any official markers—no agency name, inspector details, badge number, citation ID, or appeal process. Shop employees described it as intimidating and unofficial, designed to scare both businesses and customers. Management removed it and continued operations, with no subsequent action from Texas authorities. Similar postings occurred at other Austin shops, suggesting a coordinated effort using anonymous tactics to mimic official regulation.
Texas SB 2024 prohibits certain e-cigarette products, including those manufactured in or marketed as from China, with features like cartoon packaging or cannabinoid additives. Violations are misdemeanors punishable by jail time or fines. The incidents highlight how such unofficial methods blur lines between legitimate enforcement and harassment, assuming guilt without due process and eroding trust in an already challenged industry facing political scrutiny.
