Washington State Representative Amy Walen (D) introduced House Bill 2731 on February 5, 2026, to amend marijuana laws and prevent local governments from prohibiting state-licensed marijuana producers, processors, and retailers. The bill targets cities and counties using zoning, land-use plans, ordinances, moratoriums, or other restrictions to block licensed operations, even though many jurisdictions allow them. If passed, it would ensure businesses approved by the state Liquor and Cannabis Board can operate without local interference, strengthening state authority over licensing. The legislation also revises marijuana tax revenue distribution to locals by removing conditions tied to jurisdictions not prohibiting such businesses, as all would be required to permit them. Currently, some areas make it nearly impossible for licensed entities to function through local barriers. The bill was referred to the House Local Government Committee. This proposal aims to eliminate inconsistent local bans, promote uniform access to legal marijuana markets statewide, and adjust revenue sharing accordingly to reflect the mandated allowance of licensed operations.
